maybe she was wearing it and then didn't want to wear it anymore and put it on her bag? Or maybe it's just a decoration like an accessory on her bag

i dont like the second outfit at all.
nothing about it.
but the first is cute and i love to tie colourful scarfs on my white bag i think it dresses it up and gives it character

I've done that before.
Really like the first outfit. But the scarf looks so out of place at the Golden Globes party.
